Our Heritage

The Spinners Arms is a fine example of a Carlisle State Management Scheme pub, designed by Harry Redfern and built in 1930. It’s a Grade II listed building with many original features, including open fires, tiled fireplaces, wood panelling and unusual decorative guttering. To find out more about the State Management Story, take a look at our Heritage page.

We’ve been listed in the CAMRA Good Beer Guide every year since 2008 and have been awarded Solway CAMRA Pub of the Season three times.

The State Management Story

The Carlisle Experiment 1916 – 1973

1916

A massive experiment in social engineering

At the height of World War 1 the British Government embarked on one of the biggest social engineering experiments ever conducted: The State Management Scheme.

In an attempt to curb the enthusiasm of Carlisle’s drinking classes many pubs and breweries were shut down. Subsequently, those left were managed by civil servants.

The government stepped in and took over the running of Carlisle’s pubs and off-licences. The strength of the alcohol was reduced and opening hours were restricted.

Its effects changed not only local drinking habits but British society at large.

New pubs designed by Harry Redfern

Under the State Management Scheme, an entirely new approach to drinking and recreation was invented. New pubs were designed by the renowned architect Harry Redfern, and games and other recreations were incorporated into the pub atmosphere.

2016

Over 100 years since the start of the State Management Scheme

The State Management Scheme may have celebrated it’s 100th anniversary in 2016 but there are still those around who remember the scheme fondly and it’s effects are still felt throughout the licensed trade today.
